Add GitHub Sync - Automated repository synchronization tool

Complete implementation of automated GitHub repository synchronization:
- Webhook-based auto-sync from GitHub
- Multi-repository support with branch selection
- Web dashboard for management
- Manual sync and rollback functionality
- Comprehensive logging and monitoring
